The Federal Capital Territory Administration (FCTA) has announced that enforcement actions on the 4,794 land titles recently revoked due to outstanding ground rent payments will begin on May 26, 2025.
Ground rent is an annual levy imposed on landowners for the continued use and occupancy of their land.
Back in March 2025, Nyesom Wike, the Minister of the Federal Capital Territory, ordered the cancellation of thousands of land titles within the Abuja metropolis, citing persistent failure to pay required ground rents.

Among the affected properties are assets located in the central business district, including the national headquarters of the Peoples Democratic Party (PDP), as well as other privately and publicly owned properties.
Some of these have reportedly failed to meet their ground rent obligations for nearly two decades.
During a press briefing in Abuja on Friday, Mukhtar Galadima, who serves as Director of the Department of Development Control, confirmed that following the revocation, the FCTA is now preparing to enforce its legal authority by sealing off non-compliant properties starting Monday.
Galadima explained that the government will make further decisions regarding the disposition or future use of the affected properties at a later time.
“Ownership of the revoked 4,794 properties in the Central Area, Garki I and II, Wuse I and II, Asokoro, Maitama and Guzape districts, had already reverted to the FCTA,” Galadima was quoted in a statement issued by Olayinka.
“As from Monday, next week, the government will begin to exercise its rights of ownership on the affected landed properties.
“As usual, this will be done without consideration as to ownership of the affected landed properties. It will be purely in line with extant laws and regulations guiding the process.”
Also addressing the media, Chijioke Nwankwoeze, Director of Land Administration, clarified that there is no legal injunction currently preventing the FCTA from moving forward with the revocation process.
He added that FCTA departments have begun compiling a list of other landholders who remain in arrears despite previous warnings and grace periods granted to them.
