USAID puts staff on global leave, recalls personnel posted abroad

The United States Agency for International Development (USAID) announced on Tuesday that it is placing all directly-hired staff worldwide on administrative leave starting February 7.

In a statement released on its website, the agency clarified that this leave excludes designated personnel responsible for mission-critical tasks, core leadership, and specific programs deemed essential.

The move also includes a directive to recall personnel currently posted overseas, with plans for their return to the United States within 30 days.

USAID stated that it is working closely with the Department of State and missions to arrange for the return travel and to terminate contracts for Personal Services Contractors (PSC) and International Services Contractors (ISC) unless deemed essential for ongoing operations.

The agency has indicated that it will evaluate requests for exceptions to this directive on a case-by-case basis.

These exceptions may be considered for reasons such as personal or family hardship, safety concerns, or specific needs like medical issues, pregnancy, or the timing of dependents’ school terms.

USAID has promised to issue further guidance on how staff can request these exceptions. “Thank you for your service,” the agency added, acknowledging the sacrifices made by its personnel in global development and aid efforts.

USAID is known as the world’s leading international development agency, channeling billions of dollars into disaster relief, global health, and development projects across the globe.

However, the agency is now facing potential restructuring, with reports indicating that former President Donald Trump plans to issue an executive order that could dismantle USAID and integrate its functions into the State Department.

Trump, along with Elon Musk, head of the Department of Government Efficiency (DOGE), has repeatedly criticized USAID, calling it a “drainpipe” for taxpayer funds and suggesting that its operations should be folded into other government functions.
